Each individual who will be using BARS must have a User record. User records set the permissions that individuals have within the system. Individuals may have more than one User record for different levels of permission. For instance, someone with Administrative clearance (able to change User records or view certain classified information) might also have a profile without Administrative clearance so that they normally function without that ability. The User Window opens with a list of non-administrative users for an agency appearing at the bottom of the Search Frame. Clicking on one of these user profiles causes that record to appear in the focus frame. To create a new user record, click Insert New Record in the Search Frame. To edit the existing record, click Edit in the Focus Frame.

The following searches are available in the Agent drop down Search Menu. .
| All Users | Finds all users for the account. |
| Admin Users | Finds all users with Administrative clearance for the account. |
| Non-admin Users | Finds all users without Administrative clearance for the account. |

| User ID | This is the ID for the user that is unique throughout BARS. |
| User Name | Self explanatory |
| Password | Used to logon to the BARS Account |
| Agent ID | The default agent ID. If the user is an agent, it should be their ID. If the user is not an agent, it should be the agent they work most closely with. |
| Agency ID | The ID of the agency the user works in. |
| Default State | Two digit state abbreviation of the state the user writes bond in. Example: Texas = TX. |
| Access Areas | "Yes" grants permission, "No" denies permission. |
| ALL Agencies? | When this is "Yes" the search results are across all agencies. When it is "No" the search results are limited to the Agency ID entered above. |
| Admin? | "Yes" grants administrative clearance. |
| Delete? | Future feature. |
| Accounting? | "Yes" grants clearance to monetary areas of BARS. |
| Surety Reporting? | "Yes" grants permission to initiate execution reports. |
| Agency View? | "Yes" grants permission to view agency information. |
| Agency Edit? | "Yes" grants permission to edit agency information. |
| User View? | "Yes" grants permission to view user information. |
| User Edit? | "Yes" grants permission to edit user information. |
| Employee View? | "Yes" grants permission to view employee information. |
| Employee Edit? | "Yes" grants permission to edit employee information. |
| Agent View? | "Yes" grants permission to view agent information. |
| Agent Edit? | "Yes" grants permission to edit agent information. |
| Prospect View? | "Yes" grants permission to view prospect information. |
| Prospect Edit? | "Yes" grants permission to edit prospect information. |
| Defendant View? | "Yes" grants permission to view defendant information. |
| Defendant Edit? | "Yes" grants permission to edit defendant information. |
